Demands for Ceasefire and Withdrawal

Hamas reiterated on Tuesday that any prisoner release deal with Israel would require a complete cessation of the ongoing assault on Gaza and a full withdrawal of Israeli troops. This stance comes amid heightened international attention and pressure, with U.S. President-elect Donald Trump’s recent comments adding fuel to an already tense situation. Trump’s statement that there would be “hell to pay” unless prisoners were freed by his January 20 inauguration was criticized by Hamas as reckless and undiplomatic.

The Clock is Ticking

As outgoing U.S. President Joe Biden’s administration pushes for a resolution before leaving office, regional observers view Trump’s inauguration as an unofficial deadline for a breakthrough. However, both sides accuse each other of obstructing progress. Hamas demands a ceasefire and troop withdrawal as prerequisites for releasing hostages, while Israel insists on dismantling Hamas and freeing all prisoners before halting its operations.

“Hamas is the only obstacle to the release of the hostages,” stated Eden Bar Tal, Director General of Israel’s Foreign Ministry, emphasizing Israel’s commitment to resolving the issue. Conversely, Hamas official Osama Hamdan blamed Israel for sabotaging negotiation efforts, reiterating the group’s conditions for peace.

Mediation Efforts Intensify

Qatar and Egypt have taken active roles in mediating discussions between Israel and Hamas, marking the most intensive diplomatic push in months. Talks aim to secure a ceasefire and address the broader humanitarian crisis in Gaza. However, while negotiators deliberate, violence continues. On Tuesday, Israeli military strikes killed at least 10 Palestinians across the Gaza Strip, including four in a house in Gaza City’s Beach Camp.

The Gaza health ministry has called for urgent international support, citing dire conditions and dwindling fuel supplies needed to maintain medical services.

International Proposals for Post-Conflict Governance

Discussions have emerged about potential international involvement in Gaza’s governance after a ceasefire. The United Arab Emirates (UAE), in collaboration with the U.S. and other nations, has proposed overseeing a transitional administration in Gaza until a reformed Palestinian Authority (PA) can assume control.

The UAE, a close U.S. security ally with diplomatic ties to Israel, advocates for a two-state solution with an empowered and reformed PA governing Gaza, the West Bank, and East Jerusalem. “These elements — which are currently lacking — are essential for the success of any post-Gaza plan,” a UAE official stated, emphasizing the necessity of PA reforms.

The Road Ahead

The ongoing talks include “technical meetings” mediated by Qatar to work out the details of an agreement. However, no principal meetings have occurred, reflecting the complexity of the issues at hand. The U.S. State Department has acknowledged discussions with partners, including the UAE, on governance, security, and reconstruction proposals.

While the prospect of a breakthrough remains uncertain, the international community continues to grapple with the immediate humanitarian crisis and the long-term goal of achieving peace and stability in the region.
